TO: LOCAL BUILDING DEPARTMENTS, COMMERCIAL COACH MANUFACTURERS, THIRD-PARTY AGENCIES, INTERESTED PARTIES, DIVISION STAFF

SUBJECT: LEGISLATION AFFECTING CONSTRUCTION STANDARDS FOR COMMERCIAL COACHES

Chapter 631 of the 1993 Statutes (AB 1897, Bornstein) amended Health and Safety Code, Division 13, Part 2, Section 18028 pertaining to the construction standards applicable to commercial coaches. Effective January 1, 1994 the standards applicable to the construction, alteration or conversion of a commercial coach are the applicable provisions of:

The 1991 Edition of the Uniform Building Code, published by the International Conference of Building Officials.

The 1993 Edition of the National Electrical Code, published by the National Fire Protection Association.

The 1991 Edition of the Uniform Mechanical Code, published jointly by the International Conference of Building Officials and the International Association of Plumbing and Mechanical Officials.

The 1991 Edition of the Uniform Plumbing Code, published by the International Association of Plumbing and Mechanical Officials.

To permit an orderly transition to these new construction standards currently approved plans, specifications and quality control manuals will continue to be accepted through close of business on March 31, 1994. Effective April 1, 1994 only plans, specifications and quality control manuals in conformance with the above referenced codes will be accepted by the Department and third-party quality assurance agencies.
