Mobilehome Parks Program

Field Operations Activities

Actual enforcement activities are performed by the Department in 67 percent of the State's mobilehome and special occupancy parks, which is equal to approximately 3,897 parks, with 289,188 spaces for mobilehomes, manufactured homes, recreational vehicles, and camp sites. These activities include:

  • Plan checking the design and specifications for new parks and additions, expansions or alterations to existing parks.
  • Issuing permits to construct and inspect the construction of new parks and additions, expansions or alterations to existing parks.
  • Issuing installation permits and inspecting the installation of mobilehomes and manufactured homes to ensure the installations conform to manufacturers' installation instructions and the regulations adopted by the Department which now must include an anchoring system when a home is installed on piers and pads.
  • Plan checking, as necessary; permitting and inspecting the installation of mobilehome and manufactured home accessory structures.
  • Evaluating design data and certifying earthquake resistant bracing systems for mobilehomes and manufactured homes, and issues standard plan approvals (SPA) for foundation systems, engineered tie down systems and accessory structures.
  • Permitting and inspecting the installation of earthquake resistant bracing systems.
  • Investigating complaints of violations of any of the provisions the Mobilehome Parks Act.
  • Periodically performing maintenance inspections in mobilehome parks to identify violations of the Mobilehome Parks Act.
