American Recovery and Reinvestment Act-Homelessness Prevention and Rapid Re-Housing Program (HPRP)
Funding for Homeless Prevention Activities for homeless persons and "persons at risk" of homelessness.
Three-year grants effective 9-30-2009 and terminating no later than 9-30-2012. Minimum grants of $300,000 and maximum grants up to $500,000 for Single Agency Applicants; and up to $1.6 million for Multiple Agency Applicants.
Financial Assistance: including short term and medium term rental assistance. Housing Relocation and Stabilization Services: including housing location, case management, and related re-housing services. Data Collection and Evaluations: including outcome reporting and HMIS. Grant Administration: including costs associated with data reporting to the Department of Housing and Community Development (HCD) and the U.S. Department of Housing and Urban Development (HUD).
Local units of government and nonprofit organizations serving the HUD ˘Non-Entitlement÷ Areas of the State may apply. With limitations, HUD ˘Entitlement cities and counties÷ that receive HPRP funds directly from HUD may also apply.
HUD will grant HPRP funds to the State, and then HCDĂs Homelessness Prevention and Rapid Re-Housing Program (HPRP) will issue a Notice of Funding Availability (NOFA) and Application on or about June 30, 2009. Applications will be due on or about August 6, 2009, and Awards and Contracts to be executed by September 30, 2009.
