Over the last three decades, the Department of Housing and Community Development (HCD) has provided over three billion dollars of funding for the development of affordable housing.  As a result, tens of thousands of low and moderate-income families have a decent, affordable place to live.  AMC's role is to ensure that this housing remains safe and affordable.

Mission

  • To ensure that HCD projects continue to provide safe and affordable housing in partnership with owners and property managers; and
  • To protect the taxpayers’ interests by diligently monitoring the housing to ensure that the housing remains well maintained and financially sound.

      1. Annual Operating Budget and Schedule of Rental Income – Due 60 days before the beginning of the fiscal year. The following forms must be included with the submittal of the proposed budget.
        1. Operating Budget Workbook (contains Checklist and Certification; and AMC 180 and 181)
        2. Schedule of Rental Income; refer to the "MHP" Income and Rent Limits
      2. Annual Reports – Due no later than 90 days after the end of the fiscal year. The following must be submitted.
        1. Audit Report; refer to the HCD Audit Guidelines
        2. Annual Report Workbook (contains Checklist and Certification; and AMC 182 and 184)
        3. AMC 185 - Supportive Housing Report (must be submitted if Supportive Housing units are identified in Exhibit B of the HCD Regulatory Agreement)
        4. AMC 187 - Special Needs Populations, Homeless Youth and Governors Homeless Initiative Report (must be submitted if Special Needs Population, Homeless Youth or Governor's Homeless Initiative units are identified in Exhibit B of the HCD Regulatory Agreement
      3. Certificates of Insurance – Due prior to expiration of coverage; refer to the AMC Insurance Guidelines
      4. Reserve Withdrawal Request - Operating, Replacement or Other Reserves Withdrawal Request
      5. Third Party Homeless Verification form
      6. Third Party Disability Verification Process for Supportive Housing Project
