Asset Management and Compliance Section (AMC)
Over the last two decades, the Department of Housing and Community Development has provided nearly one billion dollars of funding for the development of affordable housing. As a result, thousands of low- and moderate-income families have a decent, affordable place to live. Asset Management and Compliance Section's role is to oversee this housing.
Mission Statement
The Mission of the Asset Management and Compliance Section is twofold:
- To ensure that HCD projects continue to provide safe and affordable housing to eligible low and moderate income households in partnership with owners and property managers; and
- To protect the taxpayers’ interests by diligently monitoring the housing to ensure that the housing remains well maintained and financially sound.

AMC Management Memos and Administrative Notices. Use the following link to access recent AMC management memos and administrative notices.
Insurance Guidelines. These insurance guidelines govern insurance coverage on rental properties purchased or improved using Department loans or direct grants.
List of 2008 Monitoring Site Visits by the AMC Section. Use the following link to access the list of rental projects that have been, or we anticipate will be, visited for a compliance monitoring site visit during calendar year 2008. Completion of these monitoring site visits is contingent upon the availability of resources. Additional site visits may be scheduled as necessary.

Audit Guidelines. Supplemental information in the CPA audit report includes the Report of Actual Operating Costs and the Actual Cash Flow Analysis found in the Annual Report (see approved Operating Budget Workbook, tabs 7 and 8). The CPA companies that perform annual audits are required, under most HCD rental project loans, to use the following Audit Guidelines to prepare of Audited Financial Statements:

Reserve Withdrawal Requests. The following Reserve Withdrawal Request form is used by the project sponsor to request use of reserves from its Operating, Replacement or other Reserve Accounts.

Budget and Rent Forms. For all programs, complete the first three tabs on the Operating Budget Workbook (Microsoft Excel), in conformity with the Operating Budget Workbook Instructions.

Then find the funding program listed below that is applicable to your rental project and click on the link for additional required budget reports including the Schedule of Rental Income Workbooks and any other program-required reports. The Explanation of Budgeted Costs is always to be completed in conjunction with the Proposed Operating Budget, and now has its own tab on the Operating Budget Workbook, above.

Annual Report forms. For all programs complete the following two portions of your current-year electronically saved/approved Operating Budget Workbook (from above) and required forms AMC 182 and AMC 184.

- AMC 181 - Actual Cash Flow Analysis. Refer to your Operating Budget Workbook (8th tab)
- AMC 182 - Report of Reserve and other Account Balances for Fiscal Year (Microsoft Excel)
- AMC 184 - Sponsor's Annual Project Rating (Microsoft Word)
For CHRP-R, SUHRP, SERA and DDS projects, in addition to the above annual report forms, complete the following reports:
- CHRP-R-SUHRP 183 - Interest Payment Summary (Microsoft Excel)
- CHRP-R-SUHRP 184 - Occupancy & Rent Schedule (Microsoft Excel)
