Emergency Solutions Grant (ESG) Program

Purpose
To fund projects that serve homeless individuals and families with supportive services, emergency shelter/transitional housing, assisting persons at risk of becoming homeless with homelessness prevention assistance, and providing permanent housing to the homeless population. The Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act of 2009 places new emphasis on assisting people to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness.

HCD distributes federal Emergency Solutions Grant funds to eligible subrecepients that serve eligible areas throughout the State with one or two–year grants.
Eligible Activities
ESG funds may be used for six program compo nents: Street Outreach, Emergency Shelter, Homelessness Prevention, Rapid Re-Housing Assistance, Homeless Management Information System (HMIS), andAdministrative Activities.
ELIGIBLE SUBRECIPIENTS AND ELIGIBLE AREAS TO BE SERVED
Eligible subrecipients are private nonprofit organizations or units of general purpose local governments located in or serving in Eligible Areas that do not receive ESG funds directly from the U.S. Department of Housing and Urban Development (HUD).

Application Process
HUD allocates funds annually to the state ESG program. Applications are competitive and invited through an issuance of a Notice of Funding Availability (NOFA) and formal Application.
