Brawley and Calexico, California's two Manufacturing Enhancement Areas, are focused on stimulating job creation in the Border region. Special state and local incentives encourage business investment and promote the creation of new jobs.

Program Benefits

The Benefits of a manufacturing Enhancement Area (MEA) are as follows:

  • Streamlined local regulatory controls;
  • Reduced local permitting fees; and
  • Eligibility to earn $29,234 or more in state tax credits for each qualified employee hired.

Eligibility

All manufacturing businesses engaged in the lines of business described in Codes 2011 to 3999, inclusive of the Standard Industrial Classification (SIC) and located in an MEA are eligible for program benefits. There are 2 MEAs located in California. They are in the Cities of Brawley and Calexico, both located in Imperial County. Their MEA designations expire December 31, 2012.
