Application for Neighborhood Stabilization Program 2 Funds
The U.S. Department of Housing and Urban Development (HUD) released a Neighborhood Stabilization Program 2 (NSP2) Notice of Fund Availability (NOFA) for $1.9 billion provided under the American Reinvestment and Recovery Act of 2009 (ARRA) for additional eligible activities under Division B, Title III, of the Housing and Economic Recovery Act of 2008 (Public Law 110-289)(HERA), as amended, for the purpose of assisting in the redevelopment of abandoned and foreclosed homes under the Emergency Assistance for Redevelopment of Abandoned and Foreclosed Homes heading.
The State of California, acting as lead applicant, and its consortium members have applied for a grant in the amount of $22,847,000 under the NSP2 NOFA. Consortium members include the following cities/county:
- Delano, City of
- Hanford, City of
- Madera, City of
- Merced, City of
- Porterville, City of
- Shasta Lake, City of
- Oceanside, City of
- Taft, City of
- Kings, County of
If the State and its consortium members are successful in their application, the funds can be used to:
- Purchase and rehabilitate homes in order to sell, rent or redevelop
- Demolish blighted structures
- Redevelop demolished or vacant properties
- Establish financing mechanisms for the purchase and redevelopment of foreclosed upon homes and residential properties
The NSP2 application was submitted to HUD by the July 17, 2009 deadline date.
