Colgan Meadows is a proposed new multifamily affordable housing development in southwest Santa Rosa. The project consists of 84 units, including ten units of Joe Serna Housing Grant units. The project serves household sizes from single to large families. Rent levels range from 30% to 60% or less of the area median income (AMI). The project site is 6.19 acres of which approximately 1.65 acres were sold to the City of Santa Rosa for use as a city park and Colgan Creek restoration. The site is located just off of a main residential and light industrial street in Southwest Santa Rosa with new homes immediately to the north and large vacant parcels to the west and southwest. Recent field work by the United States Fish and Wildlife Service (USFWS) has confirmed that the site's proximity to the California Tiger Salamander (CTS) (across Dutton Meadow Ave) requires some mitigation. The USFWS has agreed that there are no on-site pools suitable as a "breeding habitat" for the CTS, however because of the presence of the CTS the USFWS will treat the area as "terrestrial" habitat.
