Grants Management Manual

The California Department of Housing and Community Development (HCD) has prepared this Grant Management Manual (GMM or Manual) to provide necessary information and forms for program grantees to successfully complete their grant-funded activities in compliance with their contract and State and federal requirements. We hope it accomplishes this goal and welcome any recommendations for future improvements and updates.

NOTE: Please read your CDBG Standard Agreement “Contract” and make sure you understand the obligations and requirements involved with using CDBG funds.  Contact your program representative if you have any questions.
The purpose of this chapter is to provide a description of the CDBG Contract requirements.  The grantee should refer to its own Contract for the complete language and conditions applicable to its grant.  Detail on federal overlay requirements (i.e., environmental, equal opportunity, labor standards and relocation) are provided in subsequent chapters.  There are also separate chapters for housing rehabilitation and economic development activities.

This chapter discusses the use of contractors, subrecipients and other governmental entities to carry out your CDBG activities, such as programs or multiple projects, and to administer your grant.  This chapter may not apply to you if you are administering your grant directly and your activity is limited to direct assistance for a project.  If you have questions about this chapter’s applicability to your situation, please contact your CDBG or EDBG Representative.

This chapter addresses what the OMB A-133 Single Audit is, what the basic requirements are, what the submission requirements are and how this is related to “eligible applicants” for CDBG funding, and how the CDBG program manages audit findings of our grantees.

Grant closeout is the final activity of your State CDBG grant except for continued accounting for, and reporting of, program income (see Chapter 14).  This chapter discusses how to close out your grant.
