Division of Housing Policy Development
The Mission of The Division of Housing Policy Development (HPD) is:
To administer, develop and advocate policies and laws to further housing and community development.
The Division of Housing Policy Development accomplishes this mission by identifying California's housing needs and developing policies to meet those needs. HPD prepares and implements the federal consolidated planning and performance reporting requirements for HUD, ensuring California's receipt of millions of federal housing and community development dollars. HPD also administers state housing element law, including the review of local general plan housing elements; prepares numerous state plans and reports and conducts research to facilitate housing development and improvement, including an annual report on redevelopment agencies housing activities; and provides a wide range of technical assistance to local governments, public and private housing providers, business and industry groups, housing advocates and interested citizens.

Notice is hereby given that the Department of Housing and Community Development (Department) proposes to adopt regulations governing the State Housing Element Annual Progress Report. These regulations implement and interpret subdivision (b) of Government Code Section 65400 which establishes the requirement that each city, county or city and county planning agency prepare an annual report on the status of the housing element of its general plan and progress in its implementation using forms and definitions adopted by the Department. The proposed regulations can be accessed at the following link: http://www.hcd.ca.gov/regulations/ - NOTE: PER GOVERNMENT CODE SECTION 65400 HOUSING ELEMENT, ANNUAL REPORTS FOR THE CALENDAR YEAR 2006 ARE DUE APRIL 1, 2007. USE OF THE PROPOSED APR FORM AND REGULATIONS IS OPTIONAL FOR THIS REPORTING YEAR.
