The Department and its State Collaborative Partners are pleased to announce that the NOFA and Final Guidelines for MPO applicants; as well as the NOFA and Final Guidelines for Rural and Tribal Applicants are now available.
The Applications for both MPO and Rural and Tribal Applicants will be added to this section in the coming weeks.
In order to be eligible for grant funding, applicants must submit an application by email to: REAP2021@hcd.ca.gov. For the (1) MPO Direct Allocation, applications will be accepted on an Over-The-Counter basis, and for the (2) Tribal and Rural Allocation, applications will be accepted on a competitive basis as of the date of this NOFA through December 31, 2022. HCD will conduct three webinars targeted towards different applicant groups that will walk through the REAP 2.0 program requirements, logistics, and Q&A.

Advance Application Materials
Commencing January 1, 2022, Health and Safety Code Section 50515.08, subdivision (c)(3) permits a Metropolitan Planning Organization (MPO) or Council of Government (COG) listed in Health and Safety Code section 50515.08, subdivisions (a)(1)-(6), to request up to 10 percent of the funding available to it through this program in advance of a full request for funding. This advance funding must be used to develop and accelerate the implementation of the requirements described in Health and Safety Code Section 50515.08(c)(1), including, but not limited to, regional engagement in the development of the full application and of an education and outreach strategy.
