This dashboard displays data reported by public housing authorities (PHAs) in California as required under Assembly Bill 653, Statutes of 2024, Chapter 672 (AB 653). It includes a variety of metrics related to PHAs’ administration of Housing Choice Vouchers (HCVs) and Special Purpose Vouchers (SPVs). This pilot dashboard displays data on new vouchers issued in July 2024 and their status as of July 2025 only. The next round of data collection will expand to track and report on all vouchers issued from August 2024 to July 2025 and their one-year life cycle, providing more comprehensive insights into voucher success rates.

About the Data
AB 653 requires all PHAs in California to report four metrics to the California Department of Housing and Community Development (HCD) on HCV administration. Commencing January 1, 2026, and each year thereafter, HCD is charged with making the following reported data from the PHAs publicly available:
- Monthly success rates: the percentage of new voucher holders that successfully leased a qualifying unit within one year (365 days) from voucher issuance.
- Current payment standards: the maximum monthly assistance payment for a household assisted in the tenant-based voucher program before deducting the total tenant payment by the household.
- Average inspection wait times: the amount of time between the date the tenancy approval is submitted and the date the housing quality standard, or another eligible inspection, is conducted.
- Search times: the initial period during which the PHA allows a household to find housing with a voucher.
In addition, HCD collects data on two optional metrics:
- Landlord incentives: what, if any, incentives PHAs offer to participating landlords (for any tenant-based voucher program).
- Support services: what, if any, housing navigation and/or support services PHAs offer to voucher recipient households (for any tenant-based voucher program).
A Preliminary Snapshot
This data is a preliminary snapshot of activity related to vouchers issued in one specific month, July 2024, and does not accurately reflect vouchers administered or other PHA activity over the course of a full year. Please note that this data does not capture project-based voucher (PBV) administration.
Based on this snapshot, HCD will optimize the data collection process to improve data quality and comprehensiveness. Further, individual housing authorities face unique circumstances related to program administration and data collection that are reflected in these metrics. For example, PHAs administer vouchers within vastly different regional housing markets and also have varying capacities for data tracking and reporting. Therefore, using this data for conclusive comparison across PHAs is not advised.
Data Sources
Data is self-reported by PHAs and is not independently verified by HCD. HCD does not do any cleaning of the self-reported data prior to displaying it in the dashboard. PHAs were instructed to follow their own data privacy standards in their submissions to HCD. The dashboard will be updated periodically as additional data is received.
Data Definitions
Definitions are derived from a variety of sources including the U.S. Department of Housing and Urban Development, California state law, and additional outside sources as indicated. Definitions without sources were informed by consultations with PHAs and additional stakeholders consistent with AB 653. These definitions are solely limited to data collection by the PHAs in accordance with AB 653.
The initial period during which the PHA allows a household to find housing with a voucher, also referred to as search time (Source: AB 653).
The amount of time between the date the tenancy approval is submitted and the date the housing quality standard, or another similar inspection, is conducted. Specifically, it refers to the period between a household’s submission of the Request for Tenancy Approval and the completion of the first Housing Quality Standards inspection or other similar inspection, regardless of outcome (Source: AB 653).

The Moving to Work (MTW) program allows PHAs to design and test innovative housing and self-sufficiency strategies for providing housing assistance to low-income households. The original MTW cohort includes 39 PHAs designated in 1996 (Source: Evaluating the Expansion of the MTWD Program, HUD).

Payment standards for Housing Authorities that employ Small Area Fair Market Rents (SAFMRS) will not appear in the “Payment Standard” page. These agencies employ many different payment standards for each housing unit type and/or bedroom within their jurisdiction.
