With 109 federally recognized tribes and over 50 unrecognized tribes, California is proud to be the home of more Native people than any other state.
Tribal Affairs at the California Department of Housing and Community Development (HCD) seeks to meaningfully partner with California tribes and Tribally Designated Housing Entitles (TDHEs) to improve access to state housing and infrastructure funding programs. This is part of the state's ongoing effort to rebuild its relationship with tribes, and to be considerate and inclusive of the needs and input of tribal communities throughout California.
The California Indian Assistance Program (CIAP) works to increase housing and expand housing access in tribal communities by engaging collaboratively and building relationships with tribes to achieve accountable, creative, and adaptable policy solutions that respect tribal sovereignty.
To support meaningful tribal participation in HCD funding programs, CIAP works to engage in consistent dialogue with tribes to further inform HCD’s understanding of tribal housing needs. Wherever possible, CIAP aims to eliminate tribal barriers and obstacles in obtaining funding. CIAP also works to ensure tribal access to HCD funds by advocating for specific tribal-only allocations within programs, as well as facilitates comprehensive and individualized technical assistance to tribal applicants seeking HCD funding.
