HCD is determined to alleviate California’s housing crisis by making additional community development resources available to local governments with the Prohousing Designation. PIP is designed to reward local governments with Prohousing Designation with additional funding to accelerate affordable housing production and preservation.

Notice of Funding Availability

On August 20, 2026, HCD announced 13 jurisdictions to receive approximately $11.3 million as part of the fourth round of PIP funding.

Program Overview

Background

The Prohousing Incentive Program (PIP) is intended to increase participation in HCD’s Prohousing Designation Program by pairing the designation with an impactful award grant.

PIP is a state investment from the Building Homes and Jobs Trust Fund, established by Chapter 364, Statutes of 2017 (SB 2, Atkins), to create and conserve affordable housing. HCD will award PIP funds to eligible jurisdictions with Prohousing Designation, with additional bonus dollars available based on a jurisdiction’s Prohousing Designation Program application score.
