The Tribal Housing Grant Program Trust Fund (THGP) was established to create a dedicated housing program to address the unique housing challenges faced by California’s Federally Recognized Tribes.  The THGP Committee is a group of nine (9) Tribal leaders, housing staff, and other professionals who will provide guidance, recommendations, and strategic input ensuring that the THGP effectively serves California Tribal Communities.

SB 1187 creates the Tribal Housing Grant Program Trust Fund (THGP) within the Department of Housing and Community Development (HCD). The program is designed to provide flexible, culturally appropriate funding to support the construction, rehabilitation, and management of affordable housing in Tribal communities. This initiative acknowledges the historical marginalization of Tribes in state housing programs and seeks to rectify these disparities.

AB 1878 establishes the Tribal Housing Grant Program Trust Fund (THGP) Advisory Committee within the Department of Housing and Community Development (HCD). The bill mandates HCD to provide outreach, education, and comprehensive technical assistance to Tribes and various Tribal housing entities throughout the development and application processes for Tribal housing grant programs.

The THGP Committee is an important step toward ensuring that California’s housing programs are shaped by and for Tribal Nations. The Committee will

  • Provide input and guidance on the THGP, including allocation methodologies, guidelines, and standard agreements.
  • Identify and report annually on barriers, inconsistencies, and issues affecting Tribal access to housing resources; and
  • Help strengthen the connection between Tribal housing needs and state housing resources.

  • January – March 2026 – In-person and virtual information sessions and workshops for committee outreach.
  • March 30, 2026 5:00 PM PST – Application Due
  • April – May 2026 – Application Review and Committee Selection
  • May / June 2026 – First Committee Hearing
