ERF Fiscal Deadlines

Per Health and Safety Code 50252.1 and 50253, ERF grantees must obligate and expend funds by the deadlines in the table below. Please note that Health and Safety Code 50253 was recently amended by AB 130 (2025). Lookback funds follow Health and Safety Code 50253(d) and Rolling funds follow Health and Safety Code 50253(e):

ERF Quarterly Fiscal Reporting Definitions and Timelines

Encampment Resolution Funding (ERF) grantees are required to submit quarterly fiscal reports. Reports allow HCD to assess fiscal outcomes and help to substantiate statutory fiscal deadlines.

Obligation: Report the amount of expenses dedicated through orders placed, awarded contracts, services, or agreements entered into for similar transactions that require payment through the reporting period.

Expenditure: Report the amount of expenses that have been fully paid through the reporting period. If an invoice has been received, but is not yet paid, do not report that as expended funds.

Encampment Status

Resolved: "people no longer reside at the site (fully moved into shelter/interim/perm, OR connected to housing solution and no longer reside there) and it's been fully restored to its intended public use."

Partially Resolved: "people no longer reside at the site (fully moved into shelter/interim/perm, OR connected to housing solution and no longer reside there), but it has not been fully restored to its intended public use."

Not Resolved: "people still reside at the site." Narrative update on progress provided.

Other: Narrative update on progress provided.

ERF Annual & Final Reports

Per HSC 50254.5 grantees are required to submit an annual report detailing uses of the program funds. Annual reports are due every April 1 reporting on activity through the prior calendar year.

Grantees are required to submit a final report due April 1 following the expenditure deadline reporting on activity through the prior calendar year. The final report requests the same content as the annual report, but is the final summary of activities completed under the grant.

The annual and final report requires:

  • Detailed description of expended funds by eligible use category.
  • The number and size of all encampments addressed.
  • The number and size of all encampments that the grantee resolved.
  • Highlights and accomplishments
  • Notable quantifiable outcomes
  • Evaluation of actual activities and outcomes compared to original goals set forth in application. (See Approved Applications tab for copies of applications for reference.)
  • Lessons learned.

Per HSC 50254.5(c) HCD will post all grantee reported data to this website within 30 days of receipt. See the Grantee Outcomes tab for the ERF Grant Program 2025 Annual Report, covering cumulative program activity through December 31, 2024 for rounds 1 through 4 Lookback.

ERF Outcomes and Person Served Reporting

Health and Safety Code Section 50254 lists the Homelessness Management Information (HMIS) system reporting requirements for ERF. ERF Grantees and their subcontractors must report client data into their local Homeless Management Information Systems (HMIS) pursuant to the requirements of Assembly Bill (AB) 977 (Chapter 397, Statutes of 2021), and that data must be shared quarterly with the statewide Homeless Data Integration System (HDIS).

As part of reporting responsibilities in accordance with Health and Safety Code sections 50254, grantees must ensure proper recording of activities associated with these program funds. This is intended to efficiently capture many of the non-fiscal reporting responsibilities required under Health and Safety Code Section 50254.

HCD will make efforts to use the statewide Homeless Data Integration System (HDIS) data provided by grantees to fulfill grantee reporting requirements under Health and Safety Code sections 50254, however improper reporting into that system may require HCD to seek additional information directly from grantees:

  • The total number of individuals, as well as homeless individuals, served in each year of the program and total for the program overall.
  • Aggregate outcome data for individuals served using program funds, including all of the following:
    • The type of housing that the individuals exited to from the encampment, including whether the housing is permanent or interim.
    • The percentage of successful housing exits.
    • Exit types for unsuccessful housing exits.
  • The types of housing assistance provided, including, but not limited to, permanent or interim housing, broken out by the number of individuals served.

Grantees may also be required to accept training and technical assistance in this area if their HMIS/HDIS is not properly tracked and shared. Current HMIS/HDIS Compliance Status for all HHAP, ERF, and FHC Grantees as of submissions on activity through December 2024 (XLS).

ERF Budget Modification Requests

ERF budget modifications can be requested by submitting the ERF Budget Change Request Form to HCD. Instructions for completing the budget modification are included in the linked form.

All changes to ERF budgets must be reviewed and approved by HCD. HCD will review your submitted budget modification request and follow up with the grantee appropriately.
