DR-MHP 2023/2024 NOFA
Approximately 137.8 million in CDBG-DR funds will be made available to private developers, public entities, and Tribal Entities seeking to build multifamily housing projects in areas affected by 2023 and 2024 federally-declared disaster floods.
Funding from this round is available in for the following regions.

DR-ACCEL Program
$53 million in CDBG-DR funds for 2022 – 2023 floods was made available to take the place of low-income housing tax credit equity or tax-exempt bonds for projects that have received a HCD loan award on December 31, 2023 or prior, that have not yet begun construction in the counties of San Joaquin, San Luis Obispo, Santa Cruz, Merced or Ventura.
DR-MHP Round One NOFA
$120.8 million in CDBG-DR funds for 2020 wildfires were made available for the development of affordable multifamily housing in the counties of Santa Cruz, Butte, Napa, Sonoma, Solano, Los Angeles, Fresno, Shasta and Siskiyou under a NOFA on June 28, 2024. The application period closed on September 6, 2024 and applications are currently under review. $26.8 million in CDBG-DR funds for the 2018 Woolsey Fire were again made available for the development of affordable multifamily housing in the cities of Agoura Hills, Calabasas and Malibu on December 13, 2024. The application period closed on January 10, 2025.
Eligible Projects
To be eligible for the 2023/2024 DR-MHP funds, the proposed project must be located in one of these counties:
- Tuolumne
- Tulare
- San Benito
- San Diego
- Monterey
- Santa Cruz
Additionally, the proposed project must fulfill all the items listed under Section 2.3 of the 2024 DR-MHP Program Policies and Procedures, located under the Resources tab.
Eligible Applicants
An eligible applicant will become the sponsor of a project upon receipt of a DR-MHP award. Eligible applicants include nonprofit or for-profit Developers and Tribal Entities.
Sponsor(s) must be eligible to receive federal funds and will not receive DR-MHP awards if they are listed on the government-wide exclusion list in the System for Award Management (SAM).
DR-ACCEL Eligibility
To be eligible for funding the 2023 DR-ACCEL program, proposed projects must be located in one of the counties of San Joaquin, San Luis Obispo, Merced, Santa Cruz, or Ventura. Additionally, the project must have received one of the following HCD loan award commitment on December 31, 2023 or prior:
- Affordable Housing and Sustainable Communities Program (loan-only)
- HOME Investment Partnerships Program (loan-only)
- HOME Investment Partnerships Program – American Rescue Plan (loan-only)
- Housing for a Healthy California Program (loan-only)
- Joe Serna, Jr. Farmworker Housing Grant Program (loan-only, multifamily only)
- National Housing Trust Fund (loan-only)
- Supportive Housing Multifamily Housing Program (loan-only)
- Transit-Oriented Development Implementation Program (loan-only)
- Veterans Housing and Homelessness Prevention Program (loan-only)
No Place Like Home (NPLH) funded projects do not qualify for an award under DR-ACCEL, unless the NPLH award is a loan that is administered by the Department. NPLH awards administered by entities other than the Department are not eligible for an award under DR-ACCEL, unless the project also receives a loan award from one of the other qualifying HCD funding programs identified in this Project Solicitation.
Homekey-funded projects do not qualify for an award under DR-ACCEL, unless they have a program award from another qualifying HCD program.

2017 DR-MHP Overview
The 2017 programs worked with local governments (Subrecipients) to identify, select, and submit potential Projects to HCD for eligibility review, approval, and funding. Subrecipients then worked with qualified Developers and Contractors to construct the approved Projects. All units funded by 2017 DR-MHP are affordable to households earning at or below 80 percent of the Area Median Income. The Department executed Master Standard Agreements (MSAs) with each Subrecipient and is executing Notices to Proceed (NTPs) for each of the Subrecipient’s projects.
