Eligible Projects
To be eligible for the 2023/2024 DR-MHP funds, the proposed project must be located in one of these counties:
- Tuolumne
- Tulare
- San Benito
- San Diego
- Monterey
- Santa Cruz
Additionally, the proposed project must fulfill all the items listed under Section 2.3 of the 2024 DR-MHP Program Policies and Procedures, located under the Resources tab.
Eligible Applicants
An eligible applicant will become the sponsor of a project upon receipt of a DR-MHP award. Eligible applicants include nonprofit or for-profit Developers and Tribal Entities.
Sponsor(s) must be eligible to receive federal funds and will not receive DR-MHP awards if they are listed on the government-wide exclusion list in the System for Award Management (SAM).
DR-ACCEL Eligibility
To be eligible for funding the 2023 DR-ACCEL program, proposed projects must be located in one of the counties of San Joaquin, San Luis Obispo, Merced, Santa Cruz, or Ventura. Additionally, the project must have received one of the following HCD loan award commitment on December 31, 2023 or prior:
- Affordable Housing and Sustainable Communities Program (loan-only)
- HOME Investment Partnerships Program (loan-only)
- HOME Investment Partnerships Program – American Rescue Plan (loan-only)
- Housing for a Healthy California Program (loan-only)
- Joe Serna, Jr. Farmworker Housing Grant Program (loan-only, multifamily only)
- National Housing Trust Fund (loan-only)
- Supportive Housing Multifamily Housing Program (loan-only)
- Transit-Oriented Development Implementation Program (loan-only)
- Veterans Housing and Homelessness Prevention Program (loan-only)
No Place Like Home (NPLH) funded projects do not qualify for an award under DR-ACCEL, unless the NPLH award is a loan that is administered by HCD. NPLH awards administered by entities other than the Department are not eligible for an award under DR-ACCEL, unless the project also receives a loan award from one of the other qualifying HCD funding programs identified in this Project Solicitation.
Homekey-funded projects do not qualify for an award under DR-ACCEL, unless they have a program award from another qualifying HCD program.
