ReCover CA Homebuyer Assistance Program (DR-HBA)
DR-HBA provides forgivable loans to low- and moderate-income borrowers impacted by 2017, 2018, 2020, 2023 and 2024 disasters to assist with the purchase price of a home.
2017, 2018 and 2020 Disasters
Homebuyer Assistance Program funds help disaster impacted low to moderate income homeowners and renters to relocate out of high or very high fire hazard areas.
Through the assistance of a subrecipient, Golden State Finance Authority, the Program provides forgivable loans to eligible low- and moderate-income homeowners and renters impacted by 2017, 2018 and 2020 disasters. The program will provide funds to assist with the gap between the amount of the first mortgage that the applicant can afford through an approved lender and the purchase price of a home. The award cap is $350,000 which can also include reasonable and customary closing cost and downpayment.
2023 and 2024 Disasters
Homebuyer Assistance Program funds help disaster impacted low to moderate income renters to relocate out of special flood hazard area and high or very high fire hazard areas.
Through the assistance of a subrecipient, Golden State Finance Authority, the Program provides forgivable loans to eligible low- and moderate-income renters impacted by 2023 and 2024 disasters. The program will provide funds to assist with the gap between the amount of the first mortgage that the applicant can afford through an approved lender and the purchase price of a home. The award cap is $300,000 which can also include reasonable and customary closing cost and downpayment.

To be eligible for the 2017 DR-HBA funds, the proposed applicant/s must have resided in one of the below counties during the disaster period:
- Sonoma
- Ventura
- Mendocino
- Yuba
- Napa
- City of Clearlake zip code 95422 in the county of Lake
- City of Montecito zip code 93108 in the county of Santa Barbara
To be eligible for the 2018 DR-HBA funds, the proposed applicant/s must have resided in one of the below counties during the disaster period:
- Lake
- Shasta
- Los Angeles
- Butte
To be eligible for the 2020 DR-HBA funds, the proposed applicant/s must have resided in one of the below counties during the disaster period:
- Shasta
- Butte
- Los Angeles
- Napa
- Santa Cruz
- Solano
- Sonoma
- Fresno
- Siskiyou
To be eligible for the 2023-2024 DR-HBA funds, the proposed applicant/s must have resided in one of the below counties during the disaster period:
- San Benito
- Santa Cruz
- Tulare
- Tuolumne
- Monterey
- Hoopa Valley Tribe zip code 95546
- San Diego
