HCD is the statutorily designated enforcement agency for mobilehome parks and special occupancy parks, however a city or county may assume enforcement responsibility and become a local enforcement agency (LEA) upon approval by HCD.

Assuming Enforcement of the Mobilehome Parks and Special Occupancy Parks Acts
Any city, county, or city and county may assume responsibility for enforcement of the Mobilehome Parks Act and Special Occupancy Parks Act (collectively Acts) upon written notice to, and approval by the Department.
Assumption of responsibility for the enforcement of the Acts shall be by means of an ordinance of the city council or board of supervisors that includes the information listed in CCR, title 25, section 1004 and 2004.
Requirements and Evaluations of LEAs
After obtaining the approval from HCD, the LEA shall send a copy of each permit to operate it has renewed or amended within thirty (30) days.
Annual monitoring evaluations of LEAs are conducted to ensure their performance and ability to enforce the Acts and all rules and regulations promulgated pursuant to the Acts. The monitoring starts by completing the Local Enforcement Agency Evaluation Questionnaire (form HCD MP 150). After the form is received and processed, the LEA may be contacted for additional onsite monitoring.
Returning Enforcement of the Mobilehome Parks and Special Occupancy Parks Acts
If an LEA would like to return their assumption of responsibility for the enforcement of the Acts to HCD, a written notification along with a copy of the adopted ordinance repealing the enforcement responsibility should be forwarded to HCD no less than ninety (90) days prior to the effective date. All appropriate fees and park records are also required to be provided to HCD prior to the cancellation of the enforcement responsibility.

Create A Local Enforcement Agency Account and Update Park Information
- Go to: https://cahcd.my.site.com/s/login/SelfRegister.
- Create a Local Enforcement Agency account.
- Update and validate park, owner, operator, and manager information and permit to operate status for parks in your jurisdiction.
Park Manager Training Program
LEAs will be required to electronically verify that each park within their jurisdiction has at least one certified/trained manager prior to issuing the park’s annual permit to operate.
