Fees
Fees will be charged for preliminary plan check meetings as a technical service fee ($238 per hour, $238 minimum).
Permit applications submitted to HCD must be accompanied by the appropriate fees. Payment must be in the form of a check or money order payable to the Department of Housing and Community Development. Payments can also be made through HCD’s C&S Online Services.
You must have a DTN and a zip code to make a payment online. This information can be obtained by contacting the appropriate Area Office at (800) 952-8356 or NAOstaff@hcd.ca.gov or SAOstaff@hcd.ca.gov.
Permits & Inspections
If any of the following changes have been performed without a valid permit, you are encouraged to obtain a permit prior to HCD’s inspection in order to avoid possible penalties:
Installation, construction, or alteration of:
- Any mobilehome, building, structure, or accessory building;
- Any electrical, mechanical, or plumbing equipment;
- Any fuel gas equipment;
- Any fire protection equipment within the unit.
Permit Extensions
Pursuant to Health and Safety Code, sections 18509 and 18870.10, and Title 25 of the California Code of Regulations, sections 1038 and 2038, permits to construct are valid for six months and may be extended for additional six-month intervals:
- Only one six-month extension is allowed if no work has commenced under the permit.
- Where work has begun, you may apply for up to two additional six-month extensions—for a total of three six-month periods—within two years of the original permit issuance date.
To request an extension, contact the appropriate Area Office at NAOstaff@hcd.ca.gov or SAOstaff@hcd.ca.gov, respectively, before the permit expires.
