Ray experienced homelessness while battling trauma and addiction. His journey to recovery began when he moved into a shelter. He is now sober and living at Star View Court, a new affordable housing community in the Treasure Island neighborhood of San Francisco.

“Being able to have a place to live, and being able to get myself together, has given me a better opportunity. A life.” said Ray.

Star View Court provides 138 permanent affordable homes for people exiting homelessness. Funded by almost $14 million from HCD’s Affordable Housing and Sustainable Communities program, jointly administered by the California Strategic Growth Council, this development is part of the island’s anti-displacement efforts for local area residents. Star View Court includes 71 homes for previously unhoused people currently living on Treasure Island, 23 replacement homes for households living at The Villages at Treasure Island, and 44 homes for local area low-income families.

According to HCD Director Gustavo Velasquez, “Star View Court stands as the core of what will grow into a revitalized Treasure Island community and a true home for so many who have fought to remain in San Francisco despite rising costs.”

Star View Court is a part of the Treasure Island Master Plan, which will transform more than 400 acres into the site of 800 homes. The project received funding from both the HCD Infill Infrastructure Grant and Accelerator programs and will include infrastructure improvements and transportation connections, like bus stops, ferry docks, and bike paths. It will also include parks and other neighborhood amenities.

“Taking a shower and turning on a light is something that I am so thankful for,” said Ray. “I love what this place is doing for me and for my daughter.”
