Chief Operating Officer, Matt Schueller

Matt Schueller currently serves as Chief Operating Officer at HCD and has been with the Department since 2022. Schueller has extensive state government project, program, and administrative experience gained over his 20 years of service with the State of California. This includes housing and health and human services programs; large, complex information technology systems and projects; and state administrative functions including budgeting, accounting, legislative analysis, business services, procurement and contracting, human resources, and information technology.

Prior to joining HCD, Schueller served in several roles with increasing responsibility at the California Health and Human Services Agency—first at the Office of Systems Integration from 2008 to 2020, ultimately overseeing a multi-billion-dollar portfolio of information technology projects and operations as the Chief Deputy Director. These projects and systems serve some of California's most vulnerable residents. Schueller also served as the Chief of Staff to California’s first Surgeon General during the COVID-19 pandemic from 2020 to 2022.

Schueller earned a Bachelor of Arts degree in History from the University of California, Santa Barbara.
