Kevin Cathy was appointed Deputy Director of Audits and Accountability in August 2026. He has served in California state government for over 20 years, with extensive experience leading audit functions across multiple departments.
Cathy’s career background includes service at the Board of Equalization, Secretary of State, Department of Education, Department of Social Services, Department of Tax and Fee Administration, Public Utilities Commission, Covered California, and Military Department.
He holds a Master’s degree in Human Resources as well as several degrees and academic certificates in Business, Social Science, Accounting, Liberal Arts, Transportation, and Cybersecurity, and maintains several professional audit credentials including Certified Internal Auditor, Certified Fraud Examiner, and Certified Internal Controls Auditor.
Cathy is also an Air Force veteran and brings a long-standing commitment to accountability, organizational improvement, and public service to his role at HCD.
