Alterations to Existing Parks

Prior to altering an existing utility system, facility, or permanent building within a park, you must obtain a Permit to Construct from the enforcement agency. Where HCD is the enforcement agency, an Application for Permit to Construct, form HCD MP 50, must be submitted (by mail, through the C&S Online Services portal, or in person) to HCD and accompanied by appropriate plans depicting the proposed construction project and the prescribed fees.

Sites Inventory Form and Instructions

Government Code (GC) Section 65583(a)(3) requires local governments to prepare an inventory of land suitable for residential development, including vacant sites and sites having the potential for redevelopment, and an analysis of the relationship of zoning and public facilities and services to these sites. That inventory must identify specific sites or parcels that are available for residential development.

  • Update previous housing element. 
  • Public Participation Requirements: Prior to submittal of the first draft within a planning period to HCD, the local government must make the draft available for public comment for 30 days and if any comments were received, take at least 10 business days to consider and incorporate public comments. 

Step 6 (if required): Responsible Entity Environmental Monitoring Requirements

If your environmental review contains environmental mitigation, the Responsible Entity must document that the mitigation measures have been correctly implemented. This may include preparing an Environmental Monitoring Desk Review Checklist or an Environmental Monitoring On-Site Review Checklist.

Step 5: Compile the Environmental Review Record

The Environmental Review Record (ERR) is extremely important because (1) it is proof that you have completed the environmental review process and (2) an incomplete ERR could result in loss of funding. The ERR is a living set of documents and must contain a well-organized written record of the process and determinations made throughout the review. The ERR may need to be updated even after the environmental review has been completed. The ERR must be available for inspection.
