HCD proposes and adopts regulations for the programs under its enforcement or administrative authority in order to implement, interpret, or specify laws enacted by the Legislature.
The Disaster Recovery Branch regularly provides trainings to support its subrecipients in expending CDBG-DR and CDBG-MIT funds towards their projects and activities and adhering to regulations.

The Community Development Block Grant Disaster Recovery (CDBG-DR) and Mitigation (CDBG-MIT) programs provide funds to help rebuild areas impacted by presidentially declared disasters. These funds are regulated by grant administration rules requirements pertaining to their expenditures.
The Grant Administration Manual outlines HCD’s process for administering CDBG-DR grant programs. This manual is a living document and will be updated as necessary.
In administering CDBG-DR and CDBG-MIT funds, the Disaster Recovery Branch must regularly report on its ongoing expenditure of these funds to HUD.
The Community Development Block Grant Disaster Recovery (CDBG-DR) and Mitigation (CDBG-MIT) programs fund housing, infrastructure, and public services in eligible jurisdictions to assist with recovery efforts. Information about projects funded by CDBG-DR and CDBG-MIT are included in two formats to help public and interested stakeholders access information on HCD's progress in implementing these federal grants. One is a high-level interactive dashboard. The second is HUD's mandated Quarterly Performance Reports.
