The California Department of Housing and Community Development (Department), in partnership with the Governor’s Office of Land Use and Climate Innovation (LCI), has released new information to support understanding of vehicle miles traveled (VMT) mitigation under the California Environmental Quality Act (CEQA). This material accompanies recent updates to the 2026 Transit Oriented Development (TOD) Guidelines and the establishment of the Vehicle Miles Traveled (VMT) Mitigation Bank.
