The ReCoverCA Single-Family Rehabilitation and Reconstruction (ReCoverCA) program helps eligible homeowners repair or rebuild homes damaged by the severe storms from February through July of 2023 and January 2024.
These storms caused flooding, mudslides, and landslides in parts of California, including:
February – July 2023 storms:
- Monterey County
- San Benito County
- Santa Cruz County
- Tulare County
- Tuolumne County
- Hoopa Valley Indian Reservation
January 2024 storms:
- San Diego County
If your home was damaged during these storms, this program may help you return to a safe, stable home. You may also be reimbursed for certain repair or rebuilding costs that you already paid, if the work meets program requirements.
What the program may provide
Depending on your situation, the program may:
- Repair (rehabilitate) your home
- Rebuild (reconstruct) your home and elevate homes in high-risk flood areas (if required)
- Replace certain manufactured or mobile homes
- Reimburse eligible repair or rebuilding costs you already paid for*
- Help pay for flood insurance for a limited time (for eligible households)
The program mainly serves homeowners. Some landlords may also qualify if they agree to rent to income-eligible households.
*Reimbursement is not based on what you spent. The program uses standard costs for labor and materials to calculate payment. This means it may not cover the full amount you paid.
ReCoverCA is funded by the U.S. Department of Housing and Urban Development (HUD) through disaster recovery funds and is part of a broader effort to support long-term recovery in impacted communities.
