Manufactured Housing

HCD’s Manufactured Housing Program oversees alterations of existing manufactured homes required to bear a U.S. Department of Housing and Urban Development (HUD) label. The program also administers the construction and alteration of commercial modulars, special purpose commercial modulars, and multifamily manufactured homes, monitoring design and construction through third-party agencies. Additionally, the program performs activities on behalf of HUD as a State Administrative Agency (SAA).

Preserving Existing Affordable Housing

Affordable housing “preservation” refers to maintaining the long-term affordability of housing developments with expiring rental restrictions that keep rents affordable to low-income residents.

Maintaining the affordability of these developments ensures both that current tenants (including seniors and families with lower incomes) can afford to stay in their homes and that future tenants can find an affordable place to live.

The Department of Housing and Community Development (HCD) aims to ensure an inclusive web experience for all visitors, recognizing the diverse range of physical and cognitive disabilities that can affect user interaction. Vision loss, hearing loss, limited manual dexterity, and Dyslexia are just a few examples of such disabilities, each requiring different methods to effectively access electronic information.

Section 504 Grievance Procedure

It is the policy of HCD not to discriminate on the basis of disability. HCD has adopted an internal grievance procedure providing for prompt and equitable resolution of complaints alleging any action prohibited by Section 504 of the Rehabilitation Act of 1973 (29 U.S.C. 794). Section 504 prohibits discrimination on the basis of disability in any program or activity receiving Federal financial assistance. The Law and Regulations may be examined in the office of HCD’s Section 504 Coordinator, who has been designated to coordinate HCD’s efforts to comply with Section 504.

Catalyst Projects for California Sustainable Strategies Pilot Program

Provide incentives to sustainable communities and test innovative strategies designed to increase housing supply and affordability; improve jobs and housing relationships; stimulate job creation and retention; enhance transportation modal choices that reflect community values, preserve open space and agricultural resources; promote public health; eliminate toxic threats; address blighted properties; reduce greenhouse gas emissions and increase energy conservation and independence.

Developments and proposed building standards and public comment notices are updated as available. Comments may be submitted to the California Building Standards Commission at cbsc@dgs.ca.gov

2025 Intervening Code Adoption Cycle

The 2025 Intervening Code Adoption Cycle results in the 2025 Intervening Code Supplement to Title 24. The 2025 Intervening Code Supplement will become effective on July 1, 2027.
