Multifamily Housing Program - Governor’s Homeless Initiative

The Multifamily Housing Program—Governor’s Homeless Initiative made loans to developers to build or rehabilitate housing for persons with severe mental illness who were chronically homeless.

This program was implemented through an interagency effort involving the CA Department of Mental Health and the California Housing Finance Agency. The program is currently unfunded.

Multifamily Housing Program - Downtown Rebound Capital Improvement Program

Finance the conversion of vacant or underutilized commercial and industrial structures into residential units, residential infill, and the development of high-density housing adjacent to existing or planned mass transit facilities.

Jobs-Housing Balance Incentive Grants

This program was revised by legislation (Senate Bill 423). The revised Jobs Housing Balance Incentive Grant (JHB) was a $25 million, one-time grant funding for cities and counties that met the terms and conditions of the previous JHB program for the 2001 calendar year. The program rewarded the production of residential units by permit activity that exceeded the threshold as established in the guidelines. Please refer to the previous guidelines for more information.

Provided financial incentives to cities and counties that increase issuance of new residential building permits.

Homeless Youth Multifamily Housing Program (HYMHP)

To provide low-interest loans to developers of affordable rental housing that contain units for homeless youth (HY).

Program Overview

Assistance Terms

Loans have a 55-year term at three percent annual simple interest. For the first 30 years, annual payments of 0.42 percent of the outstanding principal balance are required. The annual payment for the next 25 years will be set by HCD in year 30, at the minimum amount necessary to cover HCD monitoring costs. Unpaid principal and interest will be due at the end of the loan term.

Foreclosure Intervention Housing Preservation Program

The purpose of the Foreclosure Intervention Housing Preservation Program (FIHPP) is to preserve affordable housing and promote resident or nonprofit organization ownership of residential real property. Funds are to be made available as loans or grants to eligible borrowers to acquire and rehabilitate properties at risk of foreclosure or in the foreclosure process.
