CALGreen applies to the planning, design, operation, construction, use, and occupancy of every newly-constructed building or structure on a statewide basis unless otherwise indicated. Additions and alterations to existing buildings which increase the building’s conditioned area, interior volume, or size are also covered by the scope of CALGreen.
CALGreen is California’s first green building code and first in the nation state-mandated green building code. It is formally known as the California Green Building Standards Code - California Code of Regulations, Title 24, part 11.
The Mobilehome Assistance Center (MAC) receives and processes complaints from the public and public officials related to living in manufactured homes and mobilehomes. Staff provides information, coordination, referrals, and other assistance to help resolve complaints generally related to:

Jenny Cho (she / her) has served as Deputy Director, Division of Financial Assistance, Federal Programs at HCD since June of 2024. Prior to that, she served as Assistant Deputy Director of Federal Relief and Recovery at HCD since 2022.

In May of 2020, Gustavo Velasquez was appointed Director of HCD by Governor Gavin Newsom. In this leadership role, Velasquez leads California’s housing policy agenda and administers a wide range of programs that produce, preserve, and protect affordable housing and address homelessness in communities across the state.
