Six-Month Notice

Six months prior to a scheduled expiration of rental restrictions, prepayment of a federally insured or held mortgage, or anticipated date of the termination of a subsidy contract, the owner of an assisted housing development must provide notice using the HCD-approved form (Gov. Code, § 65863.10, subd.

2015 Drought Housing Relocation Assistance (DHRA) Program

Provide needed assistance to those affected by the California drought that continues into 2016.

Program Overview

Assistance Type for Communities and Public Infrastructure

Community Development Block Grant (CDBG) Program current grantees, per Management Memo 14-04, may request to have their grants reprogrammed for drought-related activities. CDBG funds within the eligible jurisdictions may be used for public infrastructure.

Emergency Housing and Assistance Program Operating Facility Grants (EHAP)

Provide operating facility grants for emergency shelters, transitional housing projects, and supportive services for homeless individuals and families.

Each county receives a formula grant allocation. Twenty (20) percent of the total allocation is available to non-urban counties, and eighty (80) percent to urban counties.

Enterprise Zone Program

The Enterprise Zone Program at HCD has been responsible for the designation and administrative oversight of the 42 Enterprise Zones authorized by the State legislature. Targeting economically distressed areas throughout California, the program provided special incentives designed to encourage business investment and promote the creation of new jobs.

California Self-Help Housing Program (CSHHP)

Fund programs that assist low- and moderate-income families to build their homes with their own labor.

Grants are made to sponsor organizations that provide technical assistance for participating families. (The original program made mortgage loans to owner-builders.)

Eligibility

Eligible Activities - Training and supervision of low- and moderate-income self-help homebuilders.

Publications and Reports

These publications provide an overview of the requirements for operating employee housing facilities, including basic information for providers on the most restrictive housing requirements of the federal and California laws and regulations that govern maintenance, use, and occupancy standards of living quarters for employees, primarily for agricultural workers.

Mobilehome Parks

The Mobilehome and Special Occupancy Parks Program develops, adopts, and enforces state regulations for the construction, use, maintenance, and occupancy of privately owned mobilehome and special occupancy parks throughout California, which assure owners, residents, and users protection from risks to their health, safety, and general welfare. 

 

The Future is Affordable with Fair Haven Commons in Fairfield

Solano County’s newest affordable housing development is now open in Fairfield. Fair Haven Commons offers 72 rental homes to families earning 20 to 60 percent of Area Media Income, with 44 homes set aside for those who are at risk of or experiencing homelessness.

A product of MidPen Housing, this project transformed a previously vacant site into a much-needed supportive housing community. The grand opening celebration included local leaders and community partners like Fairfield Mayor Cat Moy, Solano County Supervisor Wanda Williams, and President of MidPen Housing, Matt Franklin.

HCD provided over $3 million in No Place Like Home funding to support the residents of 44 homes in this development. These residents will receive supportive services that include one-on-one support for individual needs, educational classes, community building programs, and more. Residents can also enjoy the project’s amenities, including an activity room, recreation areas, barbecue and picnic area, secure bike parking, and access to Dover Park.

The property itself is all-electric and less than a mile from a public library, a supermarket, and other community services. Each resident of Fair Haven Commons has a parking space for their use.
