    Emergency Penalty Fee Waiver

    Park owners / operators that have experienced financial hardship as a result of a declared state of emergency may be eligible for a permit to operate (PTO) penalty fee waiver. Only PTO penalty fees are eligible, not annual permit to operate fees and the application must be submitted within one year of the declared state of emergency.

    Complaint Types

    Mobilehome and Special Occupancy Park

    File a Request for Assistance / Complaint for issues regarding health and safety within mobilehome parks and special occupancy (RV) parks.

    Examples: Accumulation of garbage/debris, substandard mobilehome, sewage spills, additions or alterations without proper permits.

    Employee Housing Facility

    File a Request for Assistance / Complaint for issues regarding health and safety violations within privately-owned and operated employee housing.

    How to Submit a Complaint

    The Mobilehome Assistance Center receives and processes complaints from the public and from public officials related to living in manufactured homes and mobilehomes, as well as employee housing facilities and factory-built housing. Staff provides information, coordination, referrals, and other assistance to help resolve these complaints.

    Seismic Retrofit Standards / Ordinance - Health and Safety Code section 19165

    Health and Safety Code section 19165 requires any city, city and county, or county adopting an ordinance establishing building seismic retrofit standards for seismically hazardous buildings to file a copy of those standards and all subsequent amendments with HCD for informational purposes.

    Homeless Shelter Inspection Reporting Requirements

    Assembly Bill 130 (Chapter 22, Statutes of 2025) (AB 130), amends California Health and Safety Code (HSC) regarding homeless shelter inspection and reporting requirements impacting HCD, the Business, Consumer Services and Housing Agency (Agency), California cities/counties, and homeless shelter owners and operators, as of June 30, 2025.  

    Fire Protection District Ordinances — Health and Safety Code section 13869.7

    Health and Safety Code section 13869.7 establishes that fire protection districts may adopt building standards relating to fire and panic safety that are more stringent than those building standards adopted by the State Fire Marshal and contained in the California Building Standards Code.
