The Citizen Participation Plan outlines the requirements for HCD’s federal reports: Consolidated Plan (Con Plan, Annual Action Plan (AAP), Consolidated Annual Performance Evaluation Report (CAPER) and Analysis of Impediments to Fair Housing Report. These Citizen Participation Requirements only apply to the federal reports listed above for the non-entitlement jurisdiction for the Housing and Urban Development (HUD) program.
