Adequate Sites Alternative

Local governments can employ a variety of development strategies and/or commit to specific programs to address the adequate sites requirement. As provided in Government Code Section 65583.1 subdivision (c), in addition to identifying vacant or underutilized land resources, local governments can meet up to 25 percent of the requirement to provide adequate sites by making affordable units available through development of rehabilitation, conversion, and/or preservation.

The City of San Diego hosted a Coordinated Street Outreach Program C.A.R.E. event today, which brings resources and services to the communities that need them most. People experiencing homelessness are provided with access to essential documents such as IDs and social security cards and important services including case management, behavioral health treatment, and healthcare referrals. These coordinated events offer the opportunity to help unhoused individuals receive the support they need to obtain and maintain housing stability and thrive.

Zoning for a Variety of Housing Types

Government Code Section 65583 and 65583.2 require the housing element to provide for a variety of housing types including multifamily rental housing, factory-built housing, mobilehomes, housing for agricultural employees, supportive housing, single-room occupancy units, emergency shelters, and transitional housing.

Strategies to Encourage Emergency Shelters and Transitional and Supportive Housing

  • Make ending homelessness a priority.
  • Establish homeless prevention strategies: housing support centers, access to supportive and employment services.
  • Apply for (or support) applications for funding emergency shelters and transitional or supportive housing.
  • Streamline permitting and reduce fees for emergency shelters, transitional, and supportive housing.
  • Establish a local, homeless task force to identify strategies and develop partnerships.

Definitions applicable to Chapter 633 of Statutes 2007 (SB 2)

Emergency Shelter: Emergency shelter is housing with minimal supportive services for people experiencing homelessness and is limited to occupancy of six months or less. No individual or household may be denied emergency shelter because of an inability to pay.

Inventory of Suitable Land

Government Code Section 65583(a)(3) requires local governments to prepare an inventory of land suitable for residential development, including vacant sites and sites having the potential for redevelopment, and an analysis of the relationship of zoning and public facilities and services to these sites.

Inventory of Suitable Land Requisite Analysis

The purpose of the land inventory is to identify specific sites that are suitable for residential development in order to compare the local government’s regional housing needs allocation (RHNA) with its residential development capacity. The inventory will assist in determining whether there are sufficient sites to accommodate the regional housing need in total, and by income category.

Environmental Constraints and Adequate Infrastructure

Government Code Section 65583.2(b)(4) requires a general description of any environmental constraints to the development of housing within the jurisdiction, the documentation for which has been made available to the jurisdiction. This information need not be identified on a site-specific basis.
