Current title 25 rulemaking packages are listed below. Members of the public are encouraged to participate in the rulemaking process by submitting public comments using the electronic portal for proposed regulations listed below. Employee Housing, Mobilehome Parks, and Special Occupancy Parks
HCD is proposing to adopt regulation changes to California Code of Regulations, title 25, chapters 1, 2, and 2.2 that affect the Employee Housing, Mobilehome Parks, and Special Occupancy Parks (EHMPSOP) programs. These changes clarify terms and enforcement responsibilities and update antiquated regulatory standards and propose amendments that support the state’s climate goals and gender inclusive language.

HCD is requesting public input on the modified regulation text. HCD’s review of written comments during this additional 15-day comment period is limited to the modifications of the originally proposed text.
