Transitional Age Youth (TAY) Program
The Transitional Age Youth (TAY) Program encompasses three programs to prevent homelessness and secure and maintain housing for young adults aged 18 to 24 years, inclusive, with priority given to those currently or formerly in the foster care or probation systems.
Through the Housing Navigation and Maintenance Program (HNMP), the Transitional Housing Program (THP), and the Transitional Housing Plus Housing Supplement Program (THPSUP), eligible counties receive funding to support child welfare services agencies and housing navigation and maintenance to help house our most vulnerable young adults. It is encouraged that the county coordinate with the local Continuum of Care to foster communication and collaboration.

The HNMP program allocates grants to counties based on each county’s percentage of that total statewide number of young adults aged 18 to 24 years of age, inclusive, currently or formerly in the foster care system.
The THP program allocates grants to counties based on each county’s percentage of the total statewide number of young adults aged 18 to 24 years, inclusive, in foster care or probation systems.
The THPSUP program allocates grants to up to 11 counties for use by county child welfare services agencies. A county shall be eligible to receive funding if the fair market rent, as defined in paragraph (4) of subdivision (i) of Section 11403.3 of the Welfare and Institutions Code, for a two-bedroom apartment in the county is one of the 11 most expensive in the state.
Eligible applicants are county child welfare services agencies that demonstrate a need to provide housing for young adults aged 18 to 24 years, inclusive, with priority given to those currently or formerly in the foster care or probation systems.
Eligible counties will receive an invitation to apply.
The HNMP program funds housing navigators for counties. The role of housing navigator is to act as a housing specialist to assist young adults with their pursuits of locating available housing and overcoming barriers to locating housing. Housing navigation and maintenance activities may include, but are not limited to:
- Assist young adults aged 18-24 years of age, inclusive, secure and maintain housing (with priority access given to young adults in the state's foster care system);
- Provide housing case management which include essential services in emergency supports to foster youth;
- Prevent young adults from becoming homeless; and
- Improve coordination of serves and linkages to key resources across the community including those from within the child welfare system and the local Continuum of Care.
The THP program funds shall be used to help young adults who are 18 to 24 years of age, inclusive, secure and maintain housing with priority given to young adults formerly in the state’s foster care of probation systems. Use of funds may include, but are not limited to:
- Identify and assist housing services for this population in your community;
- Assist this population to secure and maintain housing (with priority given to those in the state’s foster care or probation system);
- Improve coordination of services and linkages to community resources within the child welfare system and the Homeless Continuum of Care; and
- Provide engagement in outreach and targeting to serve those with the most severe needs.
The THPSUP program funds shall be used to help young adults who are 18 to 24 years of age, inclusive, secure and maintain housing. Expend all funds the county is required to maintain pursuant to paragraph (4) of HSC 50820 before using funding provided pursuant to this subdivision; use of funds may include, but are not limited to:
- Payment of a monthly rate to THPSUP providers, as defined in subdivision(s) of Section 11400 of the Welfare and Institutions Code, that is no less than two thousand eight hundred eighty-two dollars ($2,882) per youth per month or the rate paid per youth per month July 1, 2022, whichever is greater
- Maintaining the bed capacity for the THPSUP that the county contracted for as of July 1, 2022; and
- Maintaining funding for the THPSUP from the Protective Services Subaccount within the Support Services Account of the county’s County Local Revenue Fund 2011 at the amount listed for the county on page 25 of the State Department of Social Service’s County Fiscal Letter No. 11/12-18 issue on September 16, 2011. The Department shall not be obligated to maintain, review, or audit this Subaccount.
