HCD offers Tribal Entities and emerging developers the opportunity to engage in pre-application technical assistance with HCD staff prior to applying. The technical assistance will allow the prospective applicant the opportunity to discuss the proposed project, Multifamily Finance Super NOFA program guidelines and application requirements, and other applicable programmatic considerations.

Pre-application technical assistance is encouraged for Tribal Entities, emerging developers, and others who have:

• Applied for HCD funding fewer than three times or
• Have developed no more than four affordable housing developments

Technical assistance will begin after the Multifamily Finance Super NOFA application is published on June 1, 2023. Technical assistance can be requested by emailing SuperNOFA@hcd.ca.gov. Please include “Pre-Application Technical Assistance Request” in the subject line to assist staff in responding to your request. After requesting pre-application technical assistance, you will receive a reply with a survey to be completed in advance. Although pre-application technical assistance is not available at this time for experienced developer applicants, please contact SuperNOFA@hcd.ca.gov with any inquiries and questions about the Super NOFA.

Note: upon receiving your Pre-Application Technical Assistance Request, the Department will email you a brief survey to learn more about your proposed project. Please look for this email and complete the survey as soon as possible.
