Preliminary & Continuing Education Courses and Course Providers

Important Note: Preliminary education and continuing education requirements do not apply to any manufacturer, commercial modular dealer, or commercial modular salesperson. These requirements apply to manufactured home, mobilehome, and multifamily manufactured home (collectively referred to as “MH-units”) salespersons and dealers.

Apply for an Alteration Permit

To perform any work on your mobilehome, manufactured home, commercial modular, special purpose commercial modular or multifamily manufactured home, you must submit an application for permit (form HCD MH 415) (PDF).

HCD must review and approve plans and specifications for alterations or conversions.  HCD employees perform on-site inspections of alterations and conversions to the structural, fire safety, plumbing, mechanical, and electrical systems of regulated units.

Modifications and Alterations

Before beginning any work to alter your mobilehome, manufactured home, commercial modular, special purpose commercial modular or multifamily manufactured home, you must first obtain a permit.

Please note: A C-47 General Manufactured Housing Contractor license is required for any contractor that installs or prepares for moving any manufactured home, mobilehome, or multifamily manufactured home.

Occupational Licensing Exams

Obtaining a dealer or salesperson occupational license for manufactured homes, mobilehomes, multifamily manufactured homes (collectively referred to as “MH-units”) and commercial modulars (CMs) requires successfully passing an HCD-administered exam. The exams are multiple choice and cover the requirements of the laws and/or regulations specific to the type of license.

Annual Progress Reports - Data Dashboard and Downloads

Each jurisdiction must prepare a Housing Elements Annual Progress Report (APR) on the jurisdiction’s status and progress in implementing its housing element. This report includes data on jurisdictions’ progress towards their housing goals, including data on all housing development applications, entitlements, building permits, and completions. Housing Accountability Dashboard

The Housing Accountability Dashboard below reflects the actions the Housing Accountability Unit (HAU) has taken to date (updated weekly) and includes HCD’s accountability and enforcement work starting on January 1, 2020.

Included are the number of housing units that the HAU’s involvement has potentially “unlocked” – new homes local jurisdictions approved for development after HCD provided technical assistance or took enforcement actions related to specific projects.
