The Multifamily Housing Program—Governor’s Homeless Initiative made loans to developers to build or rehabilitate housing for persons with severe mental illness who were chronically homeless.

This program was implemented through an interagency effort involving the state Department of Mental Health and the California Housing Finance Agency. The program is currently unfunded.
